Washington, D.C. (December 17, 2025) – The House of Representatives is moving to gut community protections under the guise of “permitting reform,” with a floor vote on the so-called SPEED Act expected before Congress leaves for the holidays. Led by Reps. Bruce Westerman (R-AR), Chair of the Natural Resources Committee, and Jared Golden (D-ME), the bill would weaken environmental protections and severely limit judicial review under the National Environmental Policy Act (NEPA). The SPEED Act would harm frontline communities where residents are already overburdened by fossil fuel infrastructure and chronic pollution. The bill would limit judicial review of agency decisions, set arbitrary environmental review deadlines, and restrict the use of new or updated science in agency decision-making processes.
